Hello neighbors,

Thank you to everyone who's voted for me in the past, and given me a chance to serve as one of your state representatives for the past 4 years. New Hampshire is better off then most other states in these economic times. Unemployment is 5.7%, or 40% below the national average, and we have the second fastest growing job market in the country. We remain the safest state and one of the healthiest states. But there is still work to be done as the recession winds down. That's why I'm asking for your vote on November 2nd.

In 2008, I made a number of promises to you.

  • I promised to show up in Concord and represent working families.
  • I promised to fight to protect your privacy and civil liberties.
  • I promised to work to keep spending and taxes under control.
I've kept those promises.

With 405 roll calls this term, a number well above average, voters have an almost unprecedented opportunity to scrutinize the voting records of incumbents.

*In fairness to Rep. Soucy, she was sick on April 8th, 2009, a particularly partisan day which generated 29 roll call votes, or 17.5% of the year's total.

Accomplishments

Over the last 4 years, I've been an independent voice for the west side, both on the state level in Concord, and as a member of the Hillsborough County Executive Committee. I've worked with both parties to:

  • Create jobs! Joel worked with Governor Lynch to create an R&D tax credit, bringing new, high-tech jobs to the state.

  • Expand access to health insurance! Joel supported SB390, allowing employees to purchase health insurance with pre-tax dollars.

  • Bring property tax relief! As a member of the county executive committee in 2009-10, Joel cut the county property tax rate by 3.3%!

  • Cut spending! Joel supported HR30, which cut millions of dollars in state spending.

  • Protect privacy and civil liberties! Joel sponsored legislation which opted our state out of REAL ID - a National ID Card system.

  • Make our neighborhoods safer! The entire Winters family is active in the Rimmon Heights Neighborhood Watch.

  • No sales or income tax! Joel will always vote against a new broadbased tax.

10/30 - Just want to wish my daughter Olivia a very happy second birthday!

10/29 - A win-win situation... Here's an opportunity to support two good causes at once: A National Breast Cancer Foundation fund drive is awarding prizes of $1,500, $1,000 and $500 to the top three donors High School Athletic departments. The minimum donation is $10. The drive ends October 31st. Make sure you select "Manchester West High School" when you pledge - we've in 3rd place at the moment!

10/28 - Postcards have been sent! I sent out a bunch of postcards today highlighting some of the legislation I supported or sponsored, and thought I'd put them up here:

    Civil liberties -

  • Sponsored legislation to prohibit the shackling of pregnant inmates.
  • Fought for legislation requiring retailers to label hidden tracking devices (RFID).
  • Introduced bills to stop arrests for open recording of law enforcement.

    Environment -

  • Supported renewable portfolio standards.
  • Supported building a solar array on our landfill (and will try again next year!)

    Safer streets -

  • Supported tougher sentences for gang offenses.
  • Supported mandatory supervision for all released criminals.

    Privacy -

  • Co-sponsored the law to opt our state out of REAL ID, a national ID card system.
  • Sponsored a law that increases privacy for library computer use.
  • Introduced bills to discourage banks from requiring fingerprints to cash checks.

    Attendance -

  • Never missed a session day since taking office!
  • Voted in 697 of 699 roll call votes - out of Manchester's 35 Reps, no one has a better record!

10/23 -Rock Rimmon cleanup! Thanks to everyone who helped out today, especially all the volunteers from City Year and with the Rimmon Heights Neighborhood Watch. We collected 78 bags of trash!
